State programs for the purchase of Chinese cars: how Russians save on new “Chinese” cars

Buyers of Chinese cars in Russia can reduce the cost of their car due to state programs of preferential car loans, subsidies and special conditions that are also valid for localized models from China.

Why government programs are important for Chinese brands

Chinese passenger cars have become the basis of the Russian new car market in recent years, but their availability to buyers largely depends on government support measures. High interest rates on loans and the rising cost of imported cars make purchases without subsidies noticeably more expensive, so preferential car lending and leasing programs actually support demand for mass models of Geely, Haval, Chery, Omoda, Changan and other brands.

The state encourages the purchase, first of all, of localized machines, that is, assembled in Russia with a certain level of “Russian” components. For Chinese brands, this becomes an incentive to develop assembly in Kaluga, St. Petersburg and other regions: such cars are more often included in the list of those eligible for participation in state programs.

Preferential car loans and discounts for buyers

The key tool is preferential car loan programs, which are periodically extended and additionally financed from the federal budget. Tens of billions of rubles have been earmarked for 2025–2026 to support demand: part of the funds goes towards discounts when purchasing on credit, and part goes towards preferential leasing.

The basic logic is simple: the buyer receives a discount in the form of a subsidy on the down payment or a reduced interest rate, and the manufacturer and dealers, including Chinese brands, have the opportunity to maintain demand in conditions of expensive money. For mass brands from China, such programs have become one of the main sales channels, especially in the family crossover segment.

Who can count on additional support

Certain categories of citizens can receive extended benefits when purchasing a new car, including a Chinese brand, if the model is included in the list of the Ministry of Industry and Trade. Typical groups include:
- families with children, including large families (increased discount under the “Family Car” program);
- residents of the Far East, for whom an increased subsidy is available;
- combatants and disabled people buying manual cars;
- young drivers and a number of other categories within the framework of periodically updated programs.

Depending on the category, the basic discount on a soft loan is usually about 20% of the cost of the car (higher for certain regions), and for electric vehicles and some hybrids assembled in Russia, compensation can reach 35% of the price, although it is limited in the maximum amount.

Electric cars and hybrids of Chinese brands

A separate area is support for purchases of electric vehicles and serial hybrids produced in Russia. In this segment, Chinese brands are among the key players: they offer both pure EVs and plug-in or extended-range hybrids.

For such machines there is a higher subsidy amount for a preferential loan, however, the requirement for local assembly and compliance with price and power thresholds seriously limits the list of available models. As a result, either single electric crossovers or hybrids adapted and assembled on Russian sites get access to increased discounts.

The role of dealers and brand promotions

State programs are complemented by their own promotions of Chinese manufacturers and partner banks. Based on them, offers appear with formal rates starting from 0.01% per annum or long-term installments for 1–3 years, while part of the “discount” is actually provided by a state subsidy under a preferential program.

Large dealer networks and importers build promotional chains in such a way that the buyer sees the final monthly payment, and not the full cost of the car, which is especially important against the backdrop of high key rates. For Chinese brands, this is one of the ways to maintain the image of “affordable” cars, even when nominal prices are no longer low.

Prospects: tightening requirements and localization

In the coming years, we can expect further tightening of the requirements for models allowed to participate in state programs: we are talking about an increase in the minimum level of localization, price restrictions and a focus on more environmentally friendly power plants.

For Chinese brands, this means the need to integrate deeper into the Russian industrial base: transfer part of the production of components, launch new assembly lines, and expand the model range “under the rules.” In exchange, they receive a steady stream of customers, whom the government helps cope with the high cost of owning a new car in an era of expensive loans.
